{"id":5547,"date":"2026-05-22T14:28:53","date_gmt":"2026-05-22T12:28:53","guid":{"rendered":"https:\/\/insid.gov.cz\/o-uradu\/combating-corruption\/"},"modified":"2026-07-08T11:00:23","modified_gmt":"2026-07-08T09:00:23","slug":"combating-corruption","status":"publish","type":"page","link":"https:\/\/insid.gov.cz\/en\/o-uradu\/combating-corruption\/","title":{"rendered":"Combating corruption"},"content":{"rendered":"\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\">Key anti-corruption documents<\/h3>\n\n<p class=\"wp-block-paragraph\">Up-to-date information on governmental activities towards anti-corruption measures and access to key national and international documents aimed at combating corruption can be found on the website <a href=\"https:\/\/korupce.cz\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.korupce.cz<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">Anti-corruption measures are implemented in accordance with the <a href=\"https:\/\/insid.gov.cz\/wp-content\/uploads\/2026\/05\/Vladni-koncepce-boje-proti-korupci-na-leta-2023-az-2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Governmental Anti-Corruption Policy for the Years 2023 to 2026<\/a><a href=\"https:\/\/md.gov.cz\/getattachment\/Ministerstvo\/Boj-s-korupci\/Vladni-koncepce-boje-proti-korupci-na-leta-2023-az-2026.pdf.aspx?lang=cs-CZ\">,<\/a> which:<\/p>\n\n<h3 class=\"wp-block-heading\">Ethics and professional conduct<\/h3>\n\n<div style=\"height:22px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>is the government&#8217;s strategic anti-corruption document outlining the core principles of its anti-corruption policy,<\/li>\n\n\n\n<li>emphasises the implementation of anti-corruption measures to which the Czech Republic has committed internationally, within the Government Policy Agenda, or in the legislative work plan,<\/li>\n\n\n\n<li>draws on the analytical document titled &#8220;Foundations for the Creation of a Strategic Anti-Corruption Document for the Czech Republic for the Period after 2017&#8221;,<\/li>\n\n\n\n<li>was approved by Czech Government Resolution No. 228 of April 2023.  228.  <\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">On the basis of the approved Governmental Anti-Corruption Policy for the Years 2023 to 2026, the <a href=\"https:\/\/insid.gov.cz\/wp-content\/uploads\/2026\/05\/Akcni-plan-boje-proti-korupci-na-roky-2025-a-2026.pdf\">Anti-Corruption Action Plan for the Years 2025 and 2026<\/a> was formulated and approved by Czech Government Resolution No. 922 of 11 December 2024.  922. The Anti-Corruption Action Plan for the Years 2025 and 2026 is divided into 4 priority areas (1. effective and independent exercise of public power, 2. transparency and freedom of information, 3. efficient disposition of state property, and 4. development of civil society), which give rise to both legislative and non-legislative measures and procedures applied in the combat against corruption.    <\/p>\n\n<p class=\"wp-block-paragraph\">Pursuant to Czech Government Resolution No. 567 of 23 July 2025, the government approved the updated version of the <a href=\"https:\/\/insid.gov.cz\/wp-content\/uploads\/2026\/05\/Ramcovy-rezortni-interni-protikorupcni-program.pdf\">General Departmental Internal Anti-Corruption Programme<\/a> and tasked government ministers and heads of other central state administration authorities with ensuring the update of internal anti-corruption programmes within their scope of authority in a version consistent with the updated version of the General Departmental Internal Anti-Corruption Programme by 30 June 2026.   <\/p>\n\n<h3 class=\"wp-block-heading\">Departmental Internal Anti-Corruption Programme<\/h3>\n\n<p class=\"wp-block-paragraph\">The Road Transport Inspection has issued its own <a href=\"https:\/\/insid.gov.cz\/wp-content\/uploads\/2026\/05\/SME17-2026-Interni-protikorupcni-program-INSID__1.pdf\">Internal Anti-Corruption Programme<\/a> on the basis of the General Departmental Internal Anti-Corruption Programme of the Ministry of Transport, ref. no. MD-69237\/2025-060\/16 of February 2026 (approved based on Czech Government Resolution No. 567 of 23 July 2025). This document follows the mandatory structure laid down by the Ministry and is binding on all civil servants and other employees of the Road Transport Inspection. <\/p>\n\n<p class=\"wp-block-paragraph\">Key prerequisites for a healthy anti-corruption environment and successful combat against corruption in administrative authorities consist in measures which ensure meticulous adherence to the code of conduct, its enforcement and development within said public authorities and their operational transparency.<\/p>\n\n<p class=\"wp-block-paragraph\">Pursuant to Sec. 77(1)(t) of Act No. 234\/2014 Sb., the Civil Service Act, civil servants are obliged to adhere to the code of conduct issued via civil service regulations. For civil servants assigned to the Road Transport Inspection, <strong>the Civil Service Regulation of the Chief State Secretary No. 3\/2023 of 3 October 2023 on the Rules of Ethics of Civil Servants applies.  <\/strong>. The said civil service regulation is available <a href=\"http:\/\/www.mvcr.cz\/sluzba\/clanek\/sluzebni-predpisy.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">The civil servants assigned to the Road Transport Inspection and its other employees are also bound by the <strong>Code of Conduct for <strong>Employees of the Road Transport Inspection<\/strong><\/strong>. Said code was approved on 14 April 2026 and is available <a href=\"https:\/\/insid.gov.cz\/wp-content\/uploads\/2026\/05\/RAD11-2026-Eticky-kodex_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.   <\/p>\n\n<h3 class=\"wp-block-heading\">Consultants and advisory bodies<\/h3>\n\n<p class=\"wp-block-paragraph\">Based on the General Departmental Internal Anti-Corruption Programme, the Road Transport Inspection publishes a summary of consultants (i.e., natural and moral persons, including attorneys-at-law and law firms), advisory bodies and their members whose services have been engaged in the previous year, no later than 15 February.  <\/p>\n\n<p class=\"wp-block-paragraph\">Natural persons who execute administrative activities pursuant to Czech primary legislation are not encompassed within the scope of consultants. Furthermore, collective bodies established by Czech primary legislation or based on an employment or civil service relationship are not encompassed within the term either. <\/p>\n\n<p class=\"wp-block-paragraph\">The contractual or negotiated unit remuneration and the total amount of remuneration actually paid for the given period are stated for natural persons only if the person has provided consent to their publication pursuant to the Regulation (EU) 2016\/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95\/46\/EC (General Data Protection Regulation). <\/p>\n\n<p class=\"wp-block-paragraph\">The summary of consultants, advisory bodies, and their members whose services <strong>are financed<\/strong> by public funds for the <strong>second half of 2025<\/strong> is available <strong><a href=\"https:\/\/insid.gov.cz\/wp-content\/uploads\/2026\/05\/Prehled-poradcu_2025.pdf\">here<\/a><\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\">Contacts for reporting alleged corruption<\/h2>\n\n<p class=\"wp-block-paragraph\">If you suspect the commission of a corrupt or other criminal conduct, it is suggested that you file a criminal complaint with the investigative and prosecuting bodies, specifically with the Police of the Czech Republic, or the Public Prosecutor&#8217;s Office, for only the said authorities are competent to assess the conduct with respect to accomplishment of the elements of an offence. <\/p>\n\n<p class=\"wp-block-paragraph\">For selected offences, a statutory duty arises for persons to report criminal conduct to said authorities. If said duty is breached, the failure to prevent an offence pursuant to Sec. 367 of the Czech Criminal Code, or the failure to report a crime pursuant to Sec. 368 of the Czech Criminal Code, constitutes a criminal offence which is punishable by imprisonment for up to 3 years. In cases of corruption, the criminal offence of bribe taking pursuant to Sec. 331 of the Czech Criminal Code, or the criminal offence of bribe giving pursuant to Sec. 332 of the Czech Criminal Code, may be committed in particular. <\/p>\n\n<p class=\"wp-block-paragraph\">In the event of alleged corruption connected to the activities of the Road Transport Inspection, such allegation may be
